A bad naming script, it looks like. In English, the Hebrew name 'Rachel' doesn't have a diminutive form and is specific to one gender. So to put the letter 'Y' at the end is an improper construction that only happens when you have procedural code that's intended to generate plausible English names on behalf of marketers and salesmen who don't speak the language natively. It's a good thing the celebrity surname subroutine wasn't also active, otherwise we'd be seeing a message from Rachely Gaga Clooney. Even being supposedly from California doesn't excuse the error.
